A utilization study would be the second step in assessing the impact of the school district's declining enrollment, as well as other infrastructure needs following 2012's demographic study. The study estimated a 20 percent decline in student enrollment by the year 2021.

The utilization study is projected to cost taxpayers $75,000, an amount that is included in the 2013-2014 school budget.
