Hiring Contractors

We all know to hire licensed contractors, but did you know,that pretty much anyone can get a Home Improvement Contractors (or HIC)license in the state of Connecticut?

That's right. Pay the money, and get your license. There is no test, no proof of any sort of building knowledge what so ever. Electricians, HVAC contractors, plumbers. They all need to not only do an apprenticeship, and pass a test to be licensed, but they also have to have continuing education yearly on updates in code to their respective trade.

Carpenters, and contractors.......nothing. We don't even have to have liability insurance in this state. It is recommended, but not required. Hairdressers must take a test to obtain a license, but the guy thats ripping your roof off, or making structural changes to your home doesn't! 

So what do you do?
Your due diligence!
1) Ask for an insurance certificate, and ask to be named "additionally insured". If your contractor is on the up, and up, and has good insurance, this will be achieved with a simple phone call by him.

2) Ask about his background. Ask him about his work history, what has he done career wise. Some people get laid off, and decide "hmmm, I did that tile in my bathroom, think I'll be a contractor". Heck there is one local company that is owned by a DJ! Best to let DJ's stick to weddings.

3) Be sure once you've chosen, your contractor has a proper contract. Lots of guys out there don't do this right, but lets face it contract/contractor its in the name.
A contract should have a detailed scope of work.
A start date.
A completion date.
And a three day right to cancel.
It should be signed by both parties, and executed to a T.

4) Finally contact your state rep. Ask him why contractors in Connecticut aren't required to take a test or receive continuing education.
Most contractors aren't aware of a code change until they fail an inspection for doing something they thought was code, but no longer is.
