Police: Driver Charged with OUI, Improper Parking

Police make arrest after receiving 911 call about driver "slumped over the wheel."

Matthew M. Popek, 22, of 254 Maiden Lane, Durham, was arrested and charged with violation of a restraining order.

Nels Bernsten, 38, of 206 Pisgah Road, Durham, was arrested following a domestic violence incident and charged with violation of a protection order, breach of peace, criminal trespass and criminal mischief.

Robert Spencer Hall, 30, of 30 Spencer Hill Road, Killingworth was arrested and charged with operating under the influence, operating a motor vehicle on a suspended/revoked license and improper parking. According to a report, police received a 911 call about a motor vehicle stopped in the middle of the intersection of Rt. 81 and Rt. 148 with the operator slumped over the wheel. The operator was alert and conscious when emergency officials arrived, but was subsequently arrested, police say.

Barbara A. Ley, 57, of Clinton, was arrested and charged with operating under the influence. According to a report, police received a 911 call about an erratic driver along Rt. 81 in Killingworth. Ley was stopped along Rt. 9 between exits 9 and 10 and was arrested after failing field sobriety tests, according to police.
